These reforms were not forthcoming. Thus, it is not surprising that recent national survey data show that less than 10 percent of bargaining relationships in the private sector have integrated innovations across these levels of activity in ways that approximate what we described as a transformation in labor management relations (Cutcher-Gershenfeld and Kochan 2004). Unions have engaged in a variety of other efforts to gain power over management and corporate strategies. These include seeking seats on corporate boards (steel, trucking, airlines), negotiating commitments to neutrality in organizing campaigns (telecommunications, autos, aerospace), and mounting capital strategies aimed at using the leverage of union pension funds to mount shareholder resolutions on specific topics and/or to pressure companies to change specific antiworker practices (the AFL-CIO, several national unions, several state employee pension funds).

Cooper (1998) has summarized the steps of the transformation of the regimented and monotonous workplace of the early 1970s into the workplace that we see now at the beginning of the twenty-first century. The 1960s and early 1970s began as a period of optimism about the power of technology to transform workers’ lives and to ease the burden of work. That early optimism has now been substantially tempered (Rifkin 1995). The optimistic 60s were followed in the 70s by worker and union struggles to maintain their position while management pressed for more efficiency and reduced benefits.

Kochan1 t is probably fair to assume that the authors and background researchers involved in the original Work in America report shared a view that a strong, independent, and forward looking labor movement is critical to a democratic society. Unfortunately, three decades later, America is questioning this assumption. Since the publication of Work in America, the labor movement has declined in membership density and power to the point where it is no longer able, despite its best efforts, to provide workers and their families with an influential voice in the affairs that affect their most vital interests.
